SDD Change Request Consultation 2010

Driving forward innovation in payments the European Payments Council (EPC) encourages all players acting in the payments market to actively contribute to the evolution of the SEPA Schemes.  The change management process governing the development of the SEPA Credit Transfer Scheme (SCT) and the SEPA Direct Debit Schemes (SDD) is set out in the SEPA Scheme Management Internal Rules annexed to the SCT and the SDD Rulebooks.

The EPC change management process provides all stakeholders a unique opportunity to shape the future of euro payments: banks offering SEPA services and their customers are called upon to take part in the public debate on the changes to be incorporated into the Rulebooks.

The public consultation on possible modifications to be introduced into the 2011 SEPA Direct Debit Rulebooks release started on 21 May 2010. This change request details suggestions for changes submitted by customer representatives, banking communities, by EPC Working and Support Groups and by the EPC Scheme Management Committee (SMC). The SDD Change Requests 2010 offer the recommendations of the EPC SEPA Payment Schemes Working Group (SPS WG) on the way forward with regard to individual suggestions.

Inputs from consumer groups did not form part of the original report (EPC137-10); as it was planned that they should be handled in a separate workshop with the BEUC.  However, the BEUC have pointed out that this means that their views are not available for commenting.  In accepting this, EPC have produced a separate document which is being published together with the original change request document, but without any recommendations.  It should be seen as an extension of section 5 of EPC137-10.

It should be noted that some of the suggestions have been brought forward from last year's consultation and some of them are new.
