SDD Consultations

  

 

The European Payments Council (EPC) develops the Single Euro Payments Area (SEPA) payment schemes in close dialogue with all stakeholders. The SEPA Credit Transfer (SCT) and SEPA Direct Debit (SDD) schemes, as set out in the SCT and SDD rulebooks, evolve based on a transparent change management process adhered to by the EPC. The principles governing the evolution of the SEPA schemes are set out in the Scheme Management Internal Rules, which are an integral part of the rulebooks.

The next generation rulebooks and associated implementation guidelines have been published in November 2016 to take effect in November 2017. 

The scheme change management process provides all stakeholders with the opportunity to participate; i.e. to introduce change requests to the schemes. All interested parties were invited to submit change requests for the 2016 scheme change management cycle by end of 2015. All change requests that were received by that date had been submitted for a 90 day public consultation that ended in July 2016.

Following this 90 day public consultation, the EPC consolidated the change requests and the related non-confidential comments received from the contributors during the public consultation, together with a change proposal developed for each change request, in a Change Proposal Submission Document for each rulebook.

The EPC Stakeholder Forums (i.e. the EPC Scheme Technical Forum (ESTF) and the EPC Scheme End-User Forum (SEUF)) provided their consolidated comments about the change requests and the related change proposals outlined in the Change Proposal Submission Documents, in a position document.

The EPC Scheme Management Board finally decided on each concerned change request taking into account the input presented in the Change Proposal Submission Documents and the position documents from the EPC Stakeholder Forums.

In the section ‘EPC Technical documents’ below, you find the Change Proposal Submission Documents related to the 2016 SDD Core change requests and SDD Business to Business change requests and the position documents from the EPC Stakeholder Forums.

The next scheme change management cycle will take place in 2018. Stakeholders are invited to submit change requests to the SCT and SDD rulebooks by 31 December 2017 by completing a dedicated template (see ‘EPC Technical documents’ below). The received change requests will be considered with regard to the rulebook versions and associated implementation guidelines to be published in November 2018 to take effect in November 2019.
