SEPA Core Direct Debit Rulebook Version 5.2 02.11.12
In November 2010 the European Payments Council (EPC) published updated and enhanced versions of the SEPA Credit Transfer (SCT) Rulebook and the SEPA Direct Debit (SDD) Rulebooks. To ensure planning security for all market participants, publication of the new rulebook versions follows a predictable release management cycle. In accordance with best industry practice, payment service providers and their suppliers have sufficient time to address the rulebook updates ahead of 19 November 2011, when these revised rulebooks came into effect.
On 1 November 2012 new versions of SDD Rulebooks became effective (SDD Core Rulebook version 5.2 and SEPA Business to Business Direct Debit Rulebook version 3.2). This upgrade reflects the requirements of Articles 6(3) and 8 of the 'Regulation (EU) No 260/2012 establishing technical and business requirements for credit transfers and direct debits in euro and amending Regulation (EC) No 924/2009', which stipulate that as of 1 November 2012 cross-border multilateral interchange fees for direct debits per-transaction are no longer allowed and that R-transaction interchange fees can be applied under certain conditions. No other changes have been introduced compared to the previous versions of the SDD Rulebooks.
These updated versions of the SDD Rulebooks are in effect until 16 November 2012.
