The Scheme Technical Forum (ESTF) is made up of the representatives of technical players who provide services facilitating the processing of transactions under the Single Euro Payments Area ( ) payment schemes. Members of this forum include Clearing and Settlement Mechanism (CSM) organisations, technical solution providers and payment messaging services companies.
The ESTF held its 13th meeting on 24 August 2020. The approved agenda and minutes are available on this page.
During this meeting, the ESTF agreed on a formal ESTF position on all payment scheme rulebook change requests which the received by the end of 2019 and which were subject to a public consultation from March to June 2020.
For defining its position, the ESTF considered the submitted input from the various stakeholders during the public consultation and the formal change proposals formulated by the working group responsible for the maintenance and the further evolution of the Credit Transfer ( ) and Direct Debit ( ) scheme rulebooks.
The ESTF further discussed the scheme implementation status at that point in time. The main topics were the scheme adherence status and projections, issues from scheme participants about the current processing and about the interoperability between scheme-compliant CSMs, and the prospects and current obstacles for the further use of the scheme by payment end-users.
The ESTF was also informed about the impact of Brexit for the payment scheme participants and the payment end-users, and about the internal developments on the ’s Request-To-Pay ( ) scheme rulebook, one-leg out euro (instant) credit transfer transactions entering or leaving and on the mobile initiated (Inst) interoperability implementation guidelines.
