Agenda and minutes of the 14th meeting of the EPC Scheme Technical Forum (March 2021)

The Scheme Technical Forum (ESTF) is made up of the representatives of technical players who provide services facilitating the processing of transactions under the Single Euro Payments Area ( ) payment schemes. Members of this forum include Clearing and Settlement Mechanism (CSM) organisations, technical solution providers and payment messaging services companies.

The ESTF held its 14th meeting on 24 March 2021. The approved agenda and minutes are available on this page.

During this meeting, the ESTF was informed about the timeline of the upcoming 2022 payment scheme rulebook change management cycle, and the change requests the itself currently considers for this cycle. The ESTF members were also given the opportunity to raise any concrete 2022 change request ideas they may already have.

The ESTF further discussed the Instant Credit Transfer ( ) scheme implementation status at that point in time. The main topics were the scheme adherence status and projections, the payment account reachability, sanction screening issues, the interoperability developments between scheme-compliant , and the possible challenges for the scheme participants for the change-over to the 2019 version of ISO 20022 in November 2023.

The ESTF was also informed about the and r-transaction statistics for the period 2016 to 2020, the internal developments on the ’s Request-To-Pay ( ) scheme rulebook and on one-leg out euro (instant) credit transfer transactions entering or leaving , and the impact of Brexit for the payment scheme participants and the payment end-users. 

The ESTF members were also briefed about the ’s intentions to transform the Scheme End-User Forum (SEUF) and the ESTF into Multi-Stakeholder Groups (MSGs) with as scope all payment and payment-related schemes. The intends to establish the two new MSGs as from 1 January 2022. The governing body currently overseeing the ESTF and the SEUF has already extended the mandates of the current SEUF and ESTF until 31 December 2021.
