Agenda and minutes of the 14th meeting of the EPC Scheme Technical Forum (March 2021)

The EPC Scheme Technical Forum (ESTF) is made up of the representatives of technical players who provide services facilitating the processing of transactions under the EPC Single Euro Payments Area (SEPA) payment schemes. Members of this forum include Clearing and Settlement Mechanism (CSM) organisations, technical solution providers and payment messaging services companies.

The ESTF held its 14th meeting on 24 March 2021. The approved agenda and minutes are available on this page.

During this meeting, the ESTF was informed about the timeline of the upcoming 2022 EPC SEPA payment scheme rulebook change management cycle, and the change requests the EPC itself currently considers for this cycle. The ESTF members were also given the opportunity to raise any concrete 2022 change request ideas they may already have.

The ESTF further discussed the SEPA Instant Credit Transfer (SCT Inst ) scheme implementation status at that point in time. The main topics were the SCT Inst scheme adherence status and projections, the payment account reachability, sanction screening issues, the interoperability developments between SCT Inst scheme-compliant CSMs, and the possible challenges for the SCT Inst scheme participants for the change-over to the 2019 version of ISO 20022 in November 2023.

The ESTF was also informed about the SCT and SDD r-transaction statistics for the period 2016 to 2020, the internal EPC developments on the EPC’s SEPA Request-To-Pay (SRTP) scheme rulebook and on one-leg out euro (instant) credit transfer transactions entering or leaving SEPA, and the impact of Brexit for the SEPA payment scheme participants and the payment end-users. 

The ESTF members were also briefed about the EPC’s intentions to transform the Scheme End-User Forum (SEUF) and the ESTF into EPC Multi-Stakeholder Groups (MSGs) with as scope all EPC SEPA payment and payment-related schemes. The EPC intends to establish the two new EPC MSGs as from 1 January 2022. The governing EPC body currently overseeing the ESTF and the SEUF has already extended the mandates of the current SEUF and ESTF until 31 December 2021.
