The 2017 Credit Transfer ( ) rulebook version 1.1 takes effect on 19 November 2017.
This updated version, published in October 2017, contains regulatory changes stemming from the guide for the assessment of credit transfer schemes against the oversight standards of the Eurosystem. These changes impact the rights and obligations of scheme participants and the Scheme Management Internal Rules but do not affect the operational and business rules of the rulebook.
In addition, version 1.1 of the 2017 rulebook specifies that the inquiry procedures will only enter into force as of 17 November 2019. This gives all scheme participants more time to implement these new procedures. An inquiry occurs when a scheme participant requests information or clarification about the status of a credit transfer. All scheme participants will have to accept and process such inquiries, and to respond to them via defined ISO 20022 XML messages.
Annex III of the 2017 rulebook version 1.1 lists all changes compared to version 1.0.
