In March 2020, the European Payments Council ( ) published the updated version 1.1 of the 2019 Direct Debit ( ) Business-to-Business (B2B) rulebook. The version 1.1 has no specific impact on the business and operational rules compared to the version 1.0 of the 2019 rulebook.
The version 1.1 of the rulebook includes an updated version of the Scheme Management Internal Rules (now named ‘ Payment Scheme Management Rules’). These rules now reflect the creation of a Dispute Resolution Committee (DRC) which replaces the Compliance and Adherence Committee (CAC) and the Appeals Committee. The DRC will be responsible for complaints management and appeals for all -managed payment and payment-related schemes. The adherence process of the various schemes will be managed by the secretariat, whereby complaints can be raised with the DRC.
All references to activities and duties related to the CAC and the Appeals Committee have been removed from the Payment Scheme Management Rules and from specific sections in the rulebook itself. References to the DRC and the secretariat and their specific roles with respect to the compliance with and adherence to the payment schemes have been added.
The 2019 rulebook version 1.1 is in force from 1 April 2020 to 21 November 2021.
