During the summer of 2020, the European Payments Council ( ) launched a three-month public consultation on the draft rulebook of its new Single Euro Payments Area ( ) Request-to-Pay ( ) scheme. The rulebook public consultation was a great success and generated by the deadline of 30 August 2020 a total of approximately 400 comments from 35 contributors.
The overview document which includes the comments received, the related responses as well as the input from the RTP Multi-Stakeholder Group ( ) on these comments, can be downloaded below. For each comment it is also indicated (in column “Release”) if it i) has been incorporated in version 1.0 of the SRTP scheme rulebook, ii) cannot be included or iii) will be revisited as part of a future release. Moreover, a number of topics will be clarified in a separate Clarification Paper. The expects to publish a first version of this Clarification Paper in February 2021.
On 30 November 2020, the published the first (finalised) version of the scheme rulebook which is based on the RTP specifications document produced by the in November 2019 and the comments received during the aforementioned public consultation. At the same time, the already invited the market to submit its change requests in relation to this first release by close of business on 26 February 2021.
Moreover, in the last week of May 2021, a three-month public consultation on all new change requests will be launched, with the aim of publishing a second version of the
rulebook by 30 November 2021 (entering into effect six months or one year later – to be confirmed).
