Public consultation on the SEPA Request-to-Pay Scheme Rulebook

The European Payments Council ( ) is launching a public consultation on the draft rulebook of its new Single Euro Payments Area ( ) Request-to-Pay ( ) scheme, which can be downloaded below. The consultation will run for a 90-day period, from 2 June until 30 August 2020.

The scheme, which is based on the RTP specifications document produced by the RTP Multi-Stakeholder Group ( ), covers the set of operating rules and technical elements (including messages) that allow a Payee (Creditor) to request the initiation of a payment from a Payer in a wide range of physical or online use cases. It is envisaged that the scheme will evolve further over time to support more elaborated functionalities. 

It should be noted that eligible entities from all countries in shall be allowed to participate on the basis that the level playing field principle between payment service providers ( ) and non- is respected. In this context it is worth adding that work on an RTP Trust and Security Framework will take place in the coming months and its outcome will be part of the RTP MSGs review of the revised draft rulebook following the public consultation.    

All interested stakeholders are invited to participate in the public consultation by sending their feedback on the proposed rulebook via email to [email protected] by 30 August 2020 (midnight Brussels time) at the latest. The publication of the formal first version of the rulebook is foreseen by end November 2020 (subject to Board approval). The scheme itself is expected to enter into force shortly after the publication date.
