SEPA Direct Debit Business to Business Rulebook

The European Payments Council () has traditionally published updated versions of the Single Euro Payments Area () payment scheme rulebooks and associated implementation guidelines once annually in November to take effect in November of the next year. Exceptionally, the resolved to publish the Direct Debit () Rulebook versions to take effect in November 2016 in January 2015. This decision was made to give payment service providers participating in the Schemes and their suppliers an extended lead-time to implement principal changes incorporated in the 2016 Core and Business to Business (B2B) Rulebooks prior to them taking effect on 20 November 2016.

In April 2015, the published an updated version 7.1 of the B2B Rulebook which remains unchanged from a functional or technical point of view, i.e. changes introduced into the updated version are of a purely administrative nature and have no operational impact whatsoever.

As the main change, the version 7.1 of the B2B Rulebook includes an updated version of the Scheme Management Internal Rules (SMIRs), which contain descriptions of the internal organisation, structure, rules, and processes that make up the scheme management of the and Schemes.
