From mid-January 2022 to mid-April 2022, the EPC organised a public consultation on a proposed [Instant] Euro One-Leg Out Credit Transfer ([Inst] Euro OCT) Arrangement Rulebook (EPC145-21) and the proposed maximum amount for instructions under the [Inst] Euro OCT rulebook.
The EPC received about 200 comments from this public consultation.
The document EPC091-22 consolidates all comments received and gives a formal EPC response to each single comment.
The outcome of this 2022 public consultation led to considerable changes to the initial [Inst] Euro OCT Arrangement Rulebook. It resulted into the version 1.0 of the 2023 One-Leg Out Instant Credit Transfer (OCT Inst) rulebook covering now exclusively the Euro Leg of international instant credit transfer-based payment transactions.
The 2023 OCT Inst rulebook version 1.0 has been published on 28 March 2023, takes effect on 28 November 2023 at 08:00 CET and remains in effect until November 2025.
