The template to submit a change request to the Single Euro Payments Area Credit Transfer ( Credit Transfer) or Single Euro Payments Area Direct Debit ( Direct Debit) rulebooks is provided with the 'related files' below. Any person or organisation is invited to submit a change request to the Credit Transfer and Direct Debit rulebooks in accordance with the Payment Scheme Management Rules (see 'related links' below).
Stakeholders are invited to submit change requests to the Credit Transfer and Direct Debit rulebooks exceptionally by 30 June 2021 instead of 31 December 2021 as previously communicated.
The reason to bring forward this deadline by six months is that all 2023 payment scheme rulebooks will be published in May 2022 instead of November 2022. In September 2020, the decided to migrate all its payment schemes to the 2019 version of the ISO 20022 message standard by 19 November 2023 i.e. the entry-into-force date of the 2023 payment scheme rulebooks.
Given the magnitude of such ISO 20022 version migration for the payment scheme participants in particular, all actors will have 18 months instead of the standard 12 months to do such message version changes together with any changes deriving from the change management cycle.
The received change requests are considered with regard to the scheme change management cycle to be held in 2022 for the rulebook versions and associated implementation guidelines to be published in 2022 to take effect in November 2023.
Stakeholders can at all times submit change requests by completing the template and send it by email to [email protected]. These change requests will then be considered in the next scheme change management cycle.
