In May 2022, the European Payments Council (EPC) published the 2023 versions of the SEPA Credit Transfer (SCT) and SEPA Direct Debit (SDD) rulebooks. Version 1.0 of the 2023 SDD Business-to-Business (B2B) rulebook was planned to take effect on 19 November 2023.
However, on 24 October 2023 the EPC decided to postpone the migration to the 2019 version of the ISO 20022 standard for all four SEPA payment schemes, from 19 November 2023 to 17 March 2024.
As a result of this decision, on 14 November 2023 the EPC published the version 1.1 of the 2023 SDD B2B rulebook. Version 1.1 replaced with immediate effect version 1.0 of the 2023 SDD B2B rulebook.
To ensure planning security for all market participants, the publication of the new rulebook versions follows a predictable release management cycle.
In accordance with industry best practice, payment service providers (PSPs) and their suppliers have enough time to address the rulebook updates ahead of November 2023, when these updates come into effect.
