Update on the forthcoming Request for Proposal for the EPC Directory Service

The European Payments Council (EPC) will be launching a request for proposal (RFP) for selecting a technology service provider in charge of developing and operating an EPC Directory Service (EDS). The EDS service provider was formerly known as Operating Scheme Manager (OSM) and the forthcoming RFP follows up the RFI on OSM, launched one year ago.

The EDS will be operated across the Single Euro Payments Area (SEPA) by the selected technology service provider on behalf of the EPC, with the objective to facilitate cross-border interoperability and reachability for EPC Application Programming Interface (API)-based schemes and arrangements.

API-based schemes and arrangements currently in scope for the EDS include, in addition to SEPA Payment Account Access (SPAA) and SEPA Request-to-Pay (SRTP) schemes, the upcoming Verification of Payee (VOP) scheme, whose rulebook is currently in public consultation. The VOP scheme will offer to the payment service providers (PSPs) a pan-European solution answering to the obligation to implement an IBAN-name check service, as stipulated by the Instant Payments Regulation.

The issuing of the RFP is planned for April 2024. More information and further details on the selection process - including the minimum criteria for RFP applicants - will be provided on the EPC website when issuing the RFP.
