A scheme rulebook change management cycle had been organised throughout 2020 and ended with the publication of the 2021  and  rulebooks on 26 November 2020. 

In line with its commitment to transparency, the  published all comments received during the public consultation, as well as the position of the  stakeholder forums on these comments.

Next scheme rulebook change management cycle

The next scheme rulebook change management cycle will exceptionally take place from the second half of 2021 until May 2022 included. Stakeholders are invited to submit change requests to the and rulebooks by 30 June instead of 31 December 2021 as previously communicated, by completing a dedicated template

The reason to bring forward this deadline by six months is that all 2023 payment scheme rulebooks will be published in May 2022 instead of November 2022. In September 2020, the decided to migrate all its payment schemes to the 2019 version of the ISO 20022 message standard by 19 November 2023 i.e. the entry-into-force date of the 2023 payment scheme rulebooks.

Given the magnitude of such ISO 20022 version migration for the payment scheme participants in particular, all actors will have 18 months instead of the standard 12 months to do such message version changes together with any changes deriving from the change management cycle.
