Clarification paper on SEPA Direct Debit Core and SEPA Direct Debit Business-to-Business rulebooks

In November 2022, the EPC published the version 3.0 of the dedicated European Payments Council (EPC) clarification paper on the Single Euro Payments Area (SEPA) Direct Debit (SDD) Core and SDD Business-to-Business (B2B) rulebooks. 

The paper addresses operational aspects related to the SDD Core and SDD B2B rulebooks and seeks to ensure consistent implementation of the two EPC direct debit rulebooks by payment service providers participating in the schemes. The paper, which will be updated from time to time, as required, provides guidance and, where feasible, recommendations to scheme participants on how to handle situations that are not described in the rulebooks.

This document applies to the 2021 SDD Core and SDD B2B rulebooks.The first change is that the section 2.11 (SDD r-transaction reason codes) has been amended stressing that Debtor PSPs are obliged to provide the Creditor PSP with the correct R-transaction reason code.

Secondly, the section 2.18 (Amended timeline to publish the 2023 SEPA payment scheme rulebooks) is removed following the publication of the 2023 SDD rulebooks in May 2022 and the related Implementation Guidelines in June 2022.
