In October 2025, the European Payments Council (EPC) published version 4.0 of the dedicated EPC clarification paper on the Single Euro Payments Area (SEPA) Credit Transfer and SEPA Instant Credit Transfer (SCT Inst) rulebooks.
The paper addresses operational aspects related to the SCT and SCT Inst rulebooks and seeks to ensure consistent implementation of the two EPC credit transfer rulebooks by payment service providers participating in the schemes. The paper, which will be updated from time to time, as required, provides guidance and, where feasible, recommendations to scheme participants on how to handle situations that are not described in the rulebooks.
The paper applies to the 2025 SCT and SCT Inst rulebooks.
The section 2.7 on the provision of addresses in Customer-to-PSP and inter-PSP messages has been updated as follows:
Removal of clarifications for the 2023 version rulebooks.
The earlier communicated date of 22 November 2026 as of which the unstructured address format is no longer permitted, has been changed into 15 November 2026. This amended date is aligned with the November 2026 Swift Standards MX Release date scheduled in the second full weekend of November 2026.
