In the new EPC Verification Of Payee (VOP) scheme Requesting payment service providers (PSPs) may use the services of scheme-compliant Routing and/or Verification Mechanisms (RVMs) to send VOP Requests to Responding PSPs and receive related VOP Responses. Similarly, Responding PSPs may use the services of RVMs to receive VOP Requests and return related VOP Responses to the Requesting PSPs.
As a matter of normal practice, on the requesting side, the RVMs will:
- Receive VOP Requests from Requesting PSPs who participate in the relevant RVM and forward the requests in full to the Responding PSPs, ensuring that all data submitted by the Requester and the Requesting PSP reaches the Responding PSPs;
- Receive VOP Responses from the Responding PSPs and forward these responses in full and without alteration to the Requesting PSPs who participate in the relevant RVM;
And on the responding side, the RVMs will:
- Receive VOP Requests from the Requesting PSP and forward the requests in full to the Responding PSPs who participate in the relevant RVM
- Forward VOP Responses from the Responding PSPs who participate in the relevant RVM in full and without alteration to the Requesting PSPs.
- The RVMs may also conduct the VOP actions on behalf of the Responding PSP and subject to an agreement between the RVM and the Responding PSP concerned.
The RVMs will provide any required risk management procedures and other related services.
Finally, RVMs will also receive a delegation of the PSPs they are offering their services to, enabling the RVMs to manage the routing data for these PSPs in the EPC Directory Service (EDS).
RVMs will play a key role in the VOP Scheme, as the EPC expects that a large part of VOP scheme participant PSPs will rely on the services of one or more RVMs. Therefore, the EPC requires RVMs to successfully complete the EPC RVM Qualification Process to enhance interoperability and security within the VOP scheme. This process includes a self-certification of the RVM’s VOP APIs against the new EPC API Reference Toolbox test platform.
Organisations that intend to offer their services as VOP RVM, can express their intent to the EPC and start the qualification process by submitting the completed and signed RVM Agreement.
The list below includes all RVMs that expressed their intention to offer their services as VOP RVM, including their status in the qualification process.
