The OCT Inst rulebook currently in effect up to 21 November 2027 03:30 CET is the 2025 OCT Inst rulebook version 1.1. Version 1.1 formally replaced version 1.0 of the 2025 OCT Inst rulebook at its publication on 05 October 2025.
Version 1.1 of the 2025 OCT Inst rulebook now stipulates that the 2026 date as of which the unstructured address format is no longer permitted, is 15 November 2026 (the initially determined date was 22 November 2026 as outlined in version 1.0 of the 2025 OCT Inst rulebook).
This amended date is aligned with the November 2026 Swift Standards MX Release date scheduled in the second full weekend of November 2026.
Version 1.1 of the 2025 OCT Inst rulebook has no impact on any other business or operational rules compared to version 1.0 of the 2025 OCT Inst rulebook.

The Implementation Guidelines of the 2025 OCT Inst rulebook are based on the 2019 message version of the ISO 20022 standard.

- Introduction of the possibility for payment end-users to provide an address of the payer and/or of the payee in a hybrid format alongside the already existing possibilities of submitting an address either in a fully structured format or in an unstructured format (for more information see guidance document EPC153-22).
- Allow several occurrences of the ‘service level’ field for both incoming and outgoing OCT Inst transactions.
- Introduction of a common time format convention for all message elements concerned. The time format for the large majority of these message elements must be unambiguous, include milliseconds and allow two date time formats (i.e. UTC and UTC offset).
- Further rulebook precisions relating to the initiation of Recalls, the initiation of any related Requests for Status Update and their respective handling by each scheme participant concerned.
- Some changes to the OCT Inst inquiry procedure in the rulebook to align it with the technical specifications worked out in the Inter-PSP IGs for this procedure.
Annex IV of the 2025 OCT Inst rulebook version 1.1 lists all changes since the version 1.1 of the 2023 OCT Inst rulebook, and the version 1.0 of the 2025 OCT Inst rulebook.
