The European Payments Council (EPC) has announced a change in Chairpersonship of its Dispute Resolution Committee (DRC) following the completion of Chairperson Barbara Hadfield’s mandate on 31 March 2026.
From 1 April 2026 and continuing for three years the leadership of the DRC will be the responsibility of Mr Roland Flommer.
Mr Roland Flommer has long and extensive experience within the EPC, having played an active role in EPC governance and scheme development over many years. He has represented stakeholders across EPC working groups, task forces and decision‑making bodies, and has chaired EPC‑related working structures, contributing directly to consensus‑building and coordinated decision‑making. His work has included close involvement in the development, implementation and migration of the EPC schemes, as well as sustained engagement with the evolving regulatory and scheme rulebook environment.
The EPC would like to extend its thanks to Ms Barbara Hadfield for her thirteen years of service in which she oversaw the handling of complaints, adherence matters and dispute processes linked to SEPA interbank arrangements, ensuring decisions were taken with rigour, independence and strong governance discipline. Her tenure as Chairperson has been marked by a consistent focus on fairness, procedural integrity and the credibility of EPC compliance processes, leaving a strong foundation for the continued work of the committee. The EPC wishes Barbara good luck and good fortune in her future endeavours.
About the DRC
The Dispute Resolution Committee (DRC) is the independent body within the EPC whose role is to protect the integrity of the EPC schemes and provide a fair, transparent way to resolve disputes should problems arise. The DRC investigates complaints about how payment service providers use the schemes, investigates breaches of scheme rulebooks of scheme-wide importance, and decides on appropriate actions where rules are not followed. The DRC also acts as an appeal body, giving scheme participants a formal way to challenge decisions.
