SEPA Request-to-Pay Implementation Guidelines Version 3.0

These implementation guidelines ( ) set out the rules for implementing the relevant ISO 20022 XML message standards based on version 3.0 of the Single Euro Payments Area ( ) Request-to-Pay ( ) scheme rulebook, which takes effect on 30 November 2023.

Three separate IG documents have been created covering related messages in the:

  • Payee to Payee’s RTP Service Provider space (in both directions) (EPC258-22).
  • Inter-RTP Service Provider space (in both directions) (EPC259-22).
  • Payer to Payer’s RTP Service Provider space (in both directions) (EPC260-22).

(Note: For the currently in effect (EPC133-20 V2.0), one consolidated IG document had been created covering all the aforementioned messages. However, as the scheme develops further, the related IG documents are getting larger and hence the decision was made to create three separate documents.)

A high-level summary of the main changes relative to V2.0 has been included in V3.0 of the , including inter alia the alignment of the attribute numbering between the different schemes and the possibility to request instalment payments or to send a credit note via an RTP message. It is to be noted that the related to the enrolment and activation processes described in V3.0 of the rulebook will be published later this year.

XML Schema Definitions (XSDs) related to the are also made available (Note: XSD files can be opened via a text editor (e.g., Microsoft Notepad) or XML Schema editor). 

Disclaimer: XSDs are not developed for ‘production’ purposes, they are to instantiate the business rules and restrictions contained in the implementation guidelines in a formal interchange format, sometimes referred to as Technical Validation Subsets (TVSs). Production instantiations should refer to the default ISO 20022 namespaces.
