The European Payments Council (EPC) launches a request for information (RFI) for collecting information from organisations interested to become  service providers in charge of providing, operating and supporting a Central Platform for its Fraud Information Distribution Arrangement (FRIDA) Scheme.

The upcoming European Union's (EU) Payment Services Regulation (PSR) aiming to enhance anti-fraud measures, improve transparency, and boost consumer protection in payments throughout the European Economic Area (EEA), is expected to enter into effect by Q2 2028. It introduces provisions which make Payment Service Providers (PSPs) responsible for transaction monitoring and information sharing with other PSPs to prevent and address payment fraud (Article 83 “Transaction monitoring mechanisms” and Article 83a “Fraud data sharing”).  

Anticipating the updated regulation, the EPC established a task force in charge of designing a Fraud Information Distribution Arrangement (FRIDA) enabling PSPs, and potentially other stakeholders, to share fraud-related information with the objective to enhance fraud prevention across Single Euro Payments Area (SEPA) and for all the EPC schemes, in compliance with the objectives and the obligations stemming out from the PSR.

FRIDA will provide a set of inter-PSP rules, practices and standards for exchanging fraud-related information within the community of participating financial institutions. The EPC is also considering implementing in support of FRIDA, an architectural model whereby a central hub, or platform,  interconnects all stakeholders. This central platform could be based on the open source Malware Information Sharing Platform (MISP) as well as on other open source or proprietary platforms.

With this RFI, the EPC seeks to collect information from suitably qualified and self-selecting organisations (Respondents) interested to establish and operate the FRIDA Central Platform, either based on MISP, or on other open source or proprietary vendor platforms. The received information will be used by the EPC to define the next steps of this important project.

The RFP will run from 28 January 2026 and the deadline for the respondents to submit their response, is Friday 20 February 2026, 18h CET.
