The Verification Of Payee (VOP) scheme rulebook was developed to support payment service providers (PSPs) in meeting the new obligations under the EU Instant Payments Regulation (IPR) amending the Single Euro Payments Area (SEPA) Regulation, which became effective on 9 October 2025 for euro area EU Member State PSPs.
Following a call for change requests for possible modifications to be introduced into the Verification Of Payee (VOP) scheme rulebook, which ran from 18 December 2025 to 15 February 2026, the EPC submits the change requests that could be included in a version 2.0 of the VOP scheme rulebook, and which are further detailed in the ‘VOP Scheme Rulebook - Public Consultation Document on Change Requests for v2.0’ (EPC084-26) for public consultation.

All stakeholders are encouraged to participate in the public consultation on the possible changes to be introduced into the version v2.0 of the VOP scheme rulebook (and related documents).
