2024 Public Consultation – EPC Payment Scheme Change Proposal Submission Documents

The evolution of the European Payments Council (EPC) payment schemes is based on a transparent change management process adhered to by the EPC.

This evolution reflects changes in market needs and updates of technical standards. The principles governing the evolution of the EPC payment schemes are set out in the EPC Payment Scheme Management Rules, which are an integral part of the rulebooks.

All interested parties were invited to submit change requests for the 2024 rulebook change management cycle by end-December 2023. All change requests were submitted to a 90-day public consultation from March to June 2024.

Following this public consultation, the respective EPC bodies in charge of the daily management of the five EPC payment scheme rulebooks collected and consolidated the comments received from all scheme participants and stakeholders. They analysed the expressed support and the comments received for each change request. They then developed change proposals based on the level of support and the comments received from the public consultation.

The respective EPC bodies consolidated their change proposals, along with each change request and the related non-confidential comments received from the contributors during the public consultation, in a Change Proposal Submission Document for each rulebook.

Here you find the 2024 Change Proposal Submission Documents for the Single Euro Payment Area (SEPA) Credit Transfer (SCT), the SEPA Instant Credit Transfer (SCT Inst), the SEPA Direct Debit (SDD) Core, the SDD Business-to-Business (B2B) and the One-Leg Out Instant Credit Transfer (OCT Inst) rulebooks. They also contain the final decision from the EPC Payment Scheme Management Board taken for each change request.
