In conformity with the European Payments Council (EPC) Payment Scheme Management Rules, all interested parties were invited to submit change requests for the 2024 EPC payment scheme rulebook change management cycle by end-December 2023. These change requests were submitted to a 90-day public consultation from March to June 2024.
Following this public consultation, the respective EPC bodies in charge of the daily management of the five EPC payment scheme rulebooks collected and consolidated the comments received from all scheme participants and stakeholders during this public consultation. They analysed the expressed support and the comments received for each change request. They then developed change proposals based on the level of support and the comments received from the public consultation.
The respective bodies consolidated their change proposals, along with each change request and the related non-confidential comments received from the contributors during the public consultation, in a Change Proposal Submission Document for each rulebook.
Section 4.4 of the EPC Payment Scheme Management Rules describes that the EPC Stakeholder Fora, i.e. the Scheme End-User Multi-Stakeholder Group (SEU MSG) and the Scheme Technical Player Multi-Stakeholder Group (STP MSG), are invited to provide their consolidated comments in a position document about the change requests and the related change proposals outlined in each Change Proposal Submission Document. These position documents were addressed to the Payment Scheme Management Board (PSMB) as input for its final decision.
